My Thoughts:

This quote comments the debate between which is more important in art: design or execution.
I understand the thought that "design is everything in art" because if the idea and planning is bad it reflects badly on the execution (in most cases :D). But brilliant execution can make even an not so brilliant idea fabulous. And a bad execution doesn't even reflect the original idea anymore.

In my opinion art is a symbiosis of beautiful design and execution.
